ATLANTA….The Carter Center deplores the escalation of violence in Caracas in the last week and deplores the bombings of the diplomatic missions of Colombia and Spain in Caracas.

We call on the leadership of the country to hear the demand of the Venezuelan people for reconciliation and an end to violence in their country.

We believe that verbal violence and threatening tone of political leaders, amplified by the media, encourage violent behavior. We therefore urge President Hugo Chavez and the leaders of the opposition Coordinadora Democratica, as well as the chiefs of the media, to sign the Declaration Against Violence and for Peace and Democracy, subscribed by the members of the Negotiation and Dialogue Table on Feb. 18, 2003. We are concerned that the events during the past week undermine the confidence of the Venezuelan people in their leaders' commitment to the Declaration, and we urge these same leaders to demonstrate their unequivocal and active adherence to the commitments stated in that Declaration.

We alert the international community to the rapid deterioration in the Venezuelan situation. While respecting national sovereignty and democratic institutions, we urge the international community to redouble support for all the initiatives designed to produce a democratic, peaceful, constitutional and electoral solution to the present crisis.

The Carter Center reiterates its commitment to the efforts led by the Secretary General of the OAS, Cesar Gaviria, in the Negotiation and Dialogue Table and to the people of Venezuela who favor peace.

DECLARACIÓN SOBRE VENEZUELA DEL CENTRO CARTER

ATLANTA…..El Centro Carter deplora la escalada de violencia registrada en Caracas y deplora los atentados a las misiones diplomáticas de Colombia y España en Caracas.

Reiteramos que la alta dirigencia del pais debería escuchar con mas atención el reclamo del pueblo venezolano para la reconciliación y el fin a la violencia en su pais.

Creemos que la violencia verbal y el tono amenazante de líderes políticos, amplificados por los medios de comunicación, alientan la acción de los violentos. Por consiguiente, instamos al Presidente Hugo Chávez y a los líderes de la oposición de la Coordinadora Democrática, asi como a los responsables de los medios de comunicación, a firmar la Declaración contra la Violencia, por la Paz y la Democracia, suscripta por los miembros de la Mesa de Negociación y Acuerdos el pasado 18 de Febrero de 2003. Nos preocupa profundamente que los eventos de la última semana debiliten la confianza de los venezolanos en el compromiso de sus lideres con esa Declaración y los urgimos a demostrar su activa e inequívoca adhesión a los compromisos políticos afirmados en la Declaración.

Alertamos a la comunidad internacional sobre el rápido deterioro de la situación en Venezuela. Respetando la soberanía nacional y las instituciones de la democracia, instamos a la comunidad internacional redoblar sus esfuerzos destinados a apoyar todas las iniciativas que buscan una solución democrática, pacífica, constitucional y electoral a la crisis actual.

El Centro Carter reitera su compromiso con los esfuerzos liderados por el Secretario General de la OEA, Cesar Gaviria, en la Mesa de Negociación y Acuerdos y con el pueblo de Venezuela que están a favor de la paz.
