Venezuelan Government and Opposition Commit to Accept Decisions of the New National Electoral Council

The Carter Center is prepared to collaborate with the new electoral authorities in Venezuela in future electoral processes and to continue as a facilitator between the government and opposition. The Center has noted advances in the implementation of the May Accord facilitated by the Organization of American States with the support of The Carter Center and the United Nations Development Programme.

Caracas......Jennifer McCoy, director of the Americas Program at The Carter Center, visited Venezuela Aug. 28-29 with the purpose of evaluating the progress in the implementation of the accord of the Table of Negotiation and Agreement and the role of The Carter Center as facilitator of dialogue among political actors in Venezuela.

The Carter Center team held productive conversations with the vice president of the country, president of the National Assembly, leaders of the Democratic Coordinator and political parties of the government and the opposition, members of the Follow-Up Commission of the May Accord, owners of private television stations, the ambassadors of the Group of Friends, president of the Supreme Court, and the directors of the new National Electoral Council.

As a result of these meetings, we note the following advances in the implementation of the Accord of the Negotiation and Agreement Table:

· The designation of the directors of the National Electoral Council by the Supreme Court on Aug. 25 constitutes a fundamental aspect of the Accord.
· All of the political sectors as well as the other branches of govenrment have accepted the new Electoral Council. The representatives of both the government and the opposition told us explicitly that they are prepared to accept the decisions of the Council.
· We note a significant, positive evolution in the manner of addressing political challenges on the part of the leaders, demonstrated not only in the rapid acceptance of the new National Electoral Council, but also in the recent peaceful marches by both sides and the call by leaders of both sides for reconciliation among Venezuelans.

A second purpose of the visit is to reiterate the Carter Center's commitment to the people of Venezuela, and the continuing personal commitment of former U.S. President Jimmy Carter and the staff to the Venezuelan situation.

· Both the government and the opposition have expressed their desire that The Carter Center continue its involvement with the political process in Venezuela, serving as facilitator. We commit to continue this task.
· The team offered the Center's collaboration with the new Electoral Council, and noted our willingness to serve as observers of the electoral processes that the Council conducts. The offer, positively received, includes observation of the entire electoral process, beginning with the análisis of the legal framework, the voters' registry, the campaign including access to the media, the vote, the vote count and publication of results, and the resolution of disputes.

We are confident that the new Electoral Council will respond thoughtfully to the solicitude and expectations of the society, as a trusted arbiter to guarantee the exercise of citizen rights in electoral processes. Elections alone cannot resolve the fundamental problems of any country; instead, various sectors must continuously work to resolve differences among them. In this way, Venezuelans can face the future and work together in harmony to promote the peace and well-being of all Venezuelans.

El Centro Carter está dispuesto a colaborar con los nuevos rectores del ente comicial en las próximas consultas electorales y a seguir fungiendo como facilitador entre gobierno y oposición. También ha notado avances en la implementación del acuerdo de Mayo facilitado por la OEA con el apoyo del Centro Carter y PNUD.

La visita al país de la Dra. Jennifer Mc Coy, Directora del Programa para las Américas del Centro Carter durante los días 28 y 29 de Agosto, se realizó con el propósito de evaluar los progresos vinculados a los acuerdos alcanzados en la Mesa de Negociación y Acuerdos y al papel que viene desempeñando el Centro Carter como facilitador del diálogo entre los actores políticos de Venezuela.

En ese contexto, el equipo del Centro Carter sostuvo conversaciones muy productivas con representantes de todos los sectores, incluyendo al Vicepresidente de la República, al Presidente de la Asamblea Nacional, altos dirigentes de la Coordinadora Democrática y de algunos partidos políticos tanto de la oposición como del Gobierno, los miembros del Mecanismo de Enlace, los titulares de canales privados de Televisión, los Embajadores del Grupo de Amigos, el Presidente del Tribunal Supremo de Justicia y los rectores del nuevo Consejo Nacional Electoral.
Como resultados de esas reuniones, hemos notado avances en la implementación del Acuerdo de la Mesa de Negociaciones y Acuerdo en lo siguiente:
· La designación de los rectores del Consejo Nacional Electoral el 25 de Agosto por parte del Tribunal Supremo de Justicia constituye un aspecto fundamental del acuerdo.

· Hemos comprobado que todos los sectores políticos, además los otros Poderes, han aceptado la designación de los rectores. Tanto los representantes del Gobierno como los de la oposición han manifestado expresamente, frente a nosotros, que están dispuestos a aceptar sus decisiones.

· Hemos notado una importante y muy positiva evolución en la manera de enfrentar los desafíos políticos entre todos nuestros interlocutores, manifestada no solamente en la rápida forma de aceptar el nuevo CNE sino también en las recientes marchas pacificas y la clara expresión de lideres de ambas partes sobre la necesidad de impulsar la reconciliación entre los venezolanos.
El propósito de esta visita es también reiterar nuestro compromiso institucional con el pueblo Venezolano y subrayar que el ex Presidente Jimmy Carter y todos nosotros nos mantenemos personalmente comprometidos con la situación de Venezuela.
· Ambas partes han manifestado con claridad su deseo de que el Centro Carter continúe involucrado con el proceso político en Venezuela y desempeñando su función como facilitador. Nos comprometemos a continuar con esta labor.
· En la reunión con el CNE, ofrecimos nuestra colaboración a las autoridades del organismo. Manifestamos nuestra disponibilidad para cumplir un rol de observación integral de los procesos electorales que se decidan impulsar, lo que fue positivamente recibido. La observación electoral integral empieza con el análisis del marco legal, el registro de electores, la campaña electoral incluyendo el acceso a los medios, el sufragio, el escrutinio, la publicación de resultados electorales, así como la resolución de disputas.

Confiamos que el nuevo CNE sabrá responder con ponderación a las expectativas y solicitudes de la sociedad, como un árbitro confiable que garantiza el ejercicio de los derechos ciudadanos en los procesos electorales. Entendemos que las elecciones por sí solas no resuelven los problemas de fondo de ningún país y que los diversos sectores deberán continuar realizando esfuerzos para procesar sus diferencias. De esta manera, emerge la oportunidad de mirar al futuro y trabajar conjuntamente a favor de la coexistencia, promoviendo la paz y bienestar para todos los Venezolanos.
