The Carter Center supports the authority of the National Electoral Council

· The Carter Center received on Monday, Nov. 10, a formal invitation from the CNE to participate as international observers in the signature collection process for the various recall referendum processes demanded of the electoral power.

· We are honored to accept that invitation. We will form an international observation mission, together with the representatives of the OAS, be present as international observers for the collection processes planned for the coming 21 and 28 of November.

· We have been informed of the guidelines that will regulate such activity and we consider the decision of the electoral authorities to be very positive.

· We consider it crucial that all political actors in the country demonstrate, through their actions, their willingness to collaborate with the CNE in order to guarantee the legitimate exercise of the right established in Article 72 of the Constitution of the Bolivarian Republic of Venezuela.

· Further, we deplore any effort to distort the different stages of the referendum process as laid out in the regulations, or to deny the exclusive authority of the National Electoral Council to manage the process and promulgate the results of the same.

· All democratic sectors of the country must join together to isolate violent factions and guarantee to all Venezuelans a transparent and peaceful process, with clear rules and without trickery.

· The Carter Center and the entire international community are committed to Venezuela and the free and legitimate expression of the sovereign will of the Venezuelan people.

El Centro Carter respalda la autoridad del Consejo Nacional Electoral

· El Centro Carter ha recibido el pasado lunes 10 de Noviembre la invitación formal del CNE para participar, como observadores internacionales, del proceso de colección de firmas para los varios procesos de referéndum revocatorios solicitados al poder electoral.

· Hemos aceptado honrados esa invitación y anunciamos nuestra decisión de constituir una misión de observación internacional, trabajando junto con los representantes de la OEA, y estar presentes durante los procesos de colección pautados para iniciarse los próximos 21 y 28 de Noviembre en calidad de observadores internacionales.

· Hemos sido informados de la normativa que regirá dicha actividad y consideramos muy positiva la decisión de las autoridades electorales.

· Creemos indispensable que todos los actores políticos del país manifiesten, en los hechos, su disposición a colaborar con el CNE a fin de garantizar el legítimo y regular ejercicio del derecho establecido en el artículo 72 de la Constitución de la República Bolivariana de Venezuela.

· En ese sentido, deploramos toda manifestación dirigida a tergiversar el sentido de las diferentes etapas del proceso referendario establecido en las normas o a desconocer la excluyente autoridad del Consejo Nacional Electoral para conducir el proceso y promulgar los resultados de los mismos.

· Todos los sectores democráticos del país deben sumar esfuerzos para aislar a los violentos y garantizar a los venezolanos un proceso transparente y en paz, con reglas claras y sin trucos.

· El Centro Carter y toda la comunidad internacional están comprometidos con Venezuela y con la libre y legítima expresión de la voluntad soberana de los venezolanos.
