The Organization of American States (OAS) and The Carter Center will observe the two scheduled collections of recall signatures in Venezuela, from Nov. 21-24 and Nov. 28-Dec. 1.

"As international observers, we support the democratic process, and it is ultimately the will of the citizens of Venezuela that will decide the direction of their country," said former U.S. President Jimmy Carter. "They have voiced a clear commitment to a peaceful resolution, and we urge both the government and opposition to maintain calm and patience during this time."

OAS Secretary General César Gaviria, who will arrive in Caracas on Saturday, Nov. 22, reiterated that "this effort to collect signatures is an essential part of the agreement reached by representatives of the government and opposition last May to help resolve the political crisis in a peaceful, democratic, electoral and constitutional manner."

Invited by the National Electoral Council (CNE) to serve as observers, the OAS, and The Carter Center will deploy more than 40 experts in and around Caracas and several other cities. Fernando Jaramillo of the OAS and Jennifer McCoy of The Carter Center will head the mission. In the coming days they will meet with political party leaders and CNE officials.

Since September 2002, the OAS and The Carter Center, at the invitation of the government and the opposition Democratic Coordinating committee, have worked to help resolve Venezuela's political crisis. Under the facilitation of Secretary General Gaviria and with the support of The Carter Center and the United Nations Development Programme, an agreement between the government and opposition was reached in May 2003 to assure respect for human rights, freedom of expression, and the right to petition for recall referenda of elected officials. The National Electoral Council invited the two organizations to observe the signature collection process in the context of the May agreement.

OEA Y CENTRO CARTER OBSERVARÁN LA RECOLECCIÓN DE FIRMAS EN VENEZUELA

La Organización de los Estados Americanos (OEA) y el Centro Carter observarán la recolección de firmas, como parte del inicio del proceso del referéndum revocatorio que se llevarán a cabo en Venezuela, desde el 21 al 24 de noviembre y desde el 28 de noviembre al 1 de diciembre, consagrado en el articulo 72 de la Constitución de ese país.

"Como observadores internacionales, respaldamos el proceso democrático y en definitiva, serán los ciudadanos venezolanos quienes resolverán el rumbo de su país", dijo el ex Presidente de los Estados Unidos, Jimmy Carter. "Ellos se han pronunciado claramente a favor de una solución pacífica e instamos al gobierno y a la oposición a que mantengan la calma y la paciencia durante este período".

El Secretario General de la OEA, César Gaviria, que llegará a Caracas el sábado 22 de noviembre, reiteró que "este esfuerzo de recolección de firmas es un paso importante para el cumplimiento del acuerdo que alcanzaron representantes del gobierno y de la oposición en mayo pasado, a fin de ayudar a la solución de la crisis política de una manera pacífica, democrática, electoral y constitucional".

La OEA y el Centro Carter, invitados como observadores por el Consejo Nacional Electoral (CNE), desplegarán más de 40 observadores en Caracas y alrededores y en varias otras ciudades, encabezados por Fernando Jaramillo, de la OEA, y Jennifer McCoy, del Centro Carter. Ambos se reunirán durante los próximos días con dirigentes de los partidos políticos y funcionarios del CNE.

Desde septiembre de 2002, la OEA y el Centro Carter han trabajado en la búsqueda de una solución a la situación de Venezuela, invitados por el gobierno y por la Coordinadora Democrática. En mayo de 2003, el gobierno y la oposición llegaron a un acuerdo facilitado por el Secretario General César Gaviria y respaldado por el Centro Carter y el Programa de las Naciones Unidas para el Desarrollo, considerando el respeto a los derechos humanos, la libertad de expresión y la facultad de los ciudadanos de solicitar de acuerdo con la Constitución, referendos revocatorios de los mandatos de funcionarios elegidos por voto. El Consejo Nacional Electoral invitó a ambas organizaciones como observadoras del proceso de recolección de firmas, dentro del marco del acuerdo de mayo.
