LA PAZ, BOLIVIA….I thank President Carlos Mesa, the Bolivian Congress, and the people of Bolivia for the opportunity to visit and hear your views. Bolivia now has a unique opportunity to reach a new consensus through informed debate on the rules of your democracy.

As Bolivia begins discussion about political reforms, it is important that citizens have sufficient information to engage in these efforts and make informed choices. A free flow of information will be critical in the fight against corruption because it allows citizens to monitor government initiatives and hold them accountable. An access to information act will strengthen government and civil society, forge alliances between them, and help build a new era of government and citizen cooperation and trust. The Carter Center soon will begin supporting efforts by the government and civil society to pass, implement, and enforce an access to information law.

The Carter Center welcomes this opportunity to meet with President Mesa, political party leaders, and legislators to explore democratic ideals and their engagement in the access to information initiative.

LA PAZ, BOLIVIA....Agradezco al Presidente Carlos Mesa, al Congreso Nacional de Bolivia y al pueblo de Bolivia por la oportunidad de visitar su país y escuchar sus puntos de vista. Bolivia tiene una oportunidad especial que se presenta ahora para alcanzar un consenso sobre las reglas de su democracia a través de un debate informado.

En tanto Bolivia inicia el debate acerca de las reformas políticas, es importante que sus ciudadanos tengan la información suficiente para participar en estos esfuerzos y tomar decisiones bien informadas. Un libre flujo de información servirá como una herramienta clave en la lucha contra la corrupción, permitiendo que los ciudadanos controlen las iniciativas del gobierno y demanden rendición de cuentas de sus gobernantes. Una ley de acceso a la información fortalecerá el gobierno y la sociedad civil, forjará alianzas entre ellos, y ayudará a construir una nueva era de cooperación y confianza entre el gobierno y la ciudadanía. En un futuro cercano el Centro Carter iniciará su apoyo a los esfuerzos del gobierno y de la sociedad civil para aprobar, ejecutar y hacer cumplir una ley de acceso a la información.

El Centro Carter ve con beneplácito esta oportunidad de reunirse con el Presidente Mesa, con líderes de partidos políticos, y con legisladores para ahondar en los ideales democráticos y en su compromiso con la iniciativa de acceso a la información.
