Caracas, Venezuela….Former U.S. President Jimmy Carter will travel to Caracas, Venezuela, on behalf of The Carter Center Jan. 25-27 to advance the Peace and Democracy Accord. President Carter will meet with Venezuela President Hugo Chavez, the National Electoral Council, opposition leaders, the National Assembly, and the Supreme Court.

The accord, signed on May 29, 2003, in Caracas by members of the Forum on Negotiation and Agreements with the facilitation of The Carter Center, the Organization of American States, and the United Nations Development Programme, calls on the Venezuelan government and opposition to respect human rights, freedom of expression, and the right to petition for recall referenda of elected officials.

Since September 2002, the OAS and the Center, at the invitation of the government and the opposition Democratic Coordinating committee, have worked to help resolve Venezuela's political crisis. The National Electoral Council invited the two organizations to observe the signature collection process for recall referenda that began in late November 2003 in the context of the May accord. The joint mission observed two processes of signature collection and is now observing the National Electoral Council's verification of those signatures.

EL EX-PRESIDENTE DE LOS ESTADOS UNIDOS JIMMY CARTER LLEGA A VENEZUELA EL 25 DE ENERO

Caracas, Venzuela……El Ex-Presidente Jimmy Carter viajará a Caracas, Venezuela entre el 25 y el 27 de Enero, en representación del Centro Carter, para el seguimiento del Acuerdo por la Paz y la Democracia. El Presidente Carter se reunirá en Venezuela con el Presidente Hugo Chávez, con el Consejo Nacional Electoral, con líderes de la oposición, con la Asamblea Nacional, y con el Tribunal Supremo de Justicia.

El Acuerdo firmado el 29 de Mayo de 2003 por los miembros de la Mesa de Negociación y Acuerdos y facilitado por el Centro Carter, la Organización de Estados Americanos y el Programa de las Naciones Unidas para el Desarrollo, llama al Gobierno de Venezuela y a la oposición a respetar los derechos humanos, la libertad de expresión y el derecho a solicitar referenda revocatorios de funcionarios electos.

Desde Septiembre de 2002, la OEA y el Centro Carter, por invitación del gobierno y de la Coordinadora Democrática, han trabajado a fin de colaborar en la resolución de la crisis política de Venezuela. El Consejo Nacional Electoral invitó a las dos organizaciones a observar los procesos de recolección de firmas para los referenda revocatorios, que comenzaron a finales de Noviembre de 2003 en el marco del Acuerdo de Mayo. La misión conjunta realizó la observación de los dos procesos de recolección de firmas y ahora observa el proceso de verificación de esas firmas, que realiza el Consejo Nacional Electoral.
