Venezuela Recall Referendum Petition Process: A Statement from the OAS and The Carter Center (English and Spanish)

CARACAS, VENEZUELA….The OAS and The Carter Center have been participating in the meetings that the CNE has formally held about the mechanisms for the correction period, in order to listen to the proposals and concerns of the actors involved in the recall referendum process.

We welcome the efforts put forth by the authorities of the CNE, as well as the representatives of the Democratic Coordinator and the Ayacucho Command, to achieve a transparent, simple, secure and agile mechanism to conclude the recall referendum petition process.

We consider it vitally important to guarantee the rights of those citizens who participated in the signature collections and to provide them with a mechanism for ratification or exclusion of their signature that is easily accessible, transparent and free from pressure. This also requires proceeding in a timely manner with the other constitutional provisions for the recall referenda, paying attention to the time periods provided for in the Bolivarian Constitution of Venezuela. To this end, we urge those involved to maximize the efforts made thus far and to resolve any outstanding concerns on the basis of consensus and as swiftly as possible in order to conclude this phase satisfactorily.

We call, at the same time, on all sectors of society and national institutions to contribute to the goal of achieving a peaceful, democratic, constitutional, and electoral resolution of the crisis, as was expressed in the accord of May 29, 2003. We maintain our commitment to continue collaborating with the authorities and the people of Venezuela.

CARACAS, VENEZUELA...La OEA y el Centro Carter han venido participando de las reuniones que el CNE ha realizado formalmente para escuchar las propuestas y preocupaciones de los actores del proceso de referendo revocatorio a fin de aprobar el mecanismo para los reparos.

Saludamos los esfuerzos realizados por las autoridades del CNE así como de los representantes de la Coordinadora Democrática y del Comando Ayacucho con el fin de lograr un mecanismo ágil, sencillo, seguro y transparente para culminar el proceso de solicitud de referendo revocatorio.

Estimamos de vital importancia garantizar los derechos de los ciudadanos que han participado en la recolección de firmas y proveerles un mecanismo de ratificación o exclusión de su firma que sea de fácil acceso, transparente y libre de presiones. Esto también incluye llevar adelante, en tiempo, las demás previsiones constitucionales para los referendos revocatorios, conscientes de los lapsos previstos por la Constitución Bolivariana de Venezuela. En este sentido, exhortamos a los actores involucrados a extremar los esfuerzos realizados hasta el momento y resolver cualquier preocupación pendiente basados en el consenso y a la brevedad posible, a fin de culminar esta etapa de una manera satisfactoria.

Llamamos asimismo a la totalidad de los sectores e instituciones del país a contribuir con el propósito de lograr una salida pacífica, democrática, constitucional y electoral a la crisis, tal como se expresara en los acuerdos del 29 de Mayo del 2003 y mantenemos nuestro compromiso de continuar colaborando con las autoridades y el pueblo de Venezuela.
