CARACAS, VENEZUELA... Today the national government, represented at the Enlace Mechanism (established by the May 29, 2003, accord) by deputies Nicolás Maduro and Desireé Santos Amaral, has informed the group's facilitators of the delicate situation regarding the detention of a group of foreign mercenaries. These mercenaries may be willing to initiate violent and criminal actions against military and political targets.

The Carter Center vehemently condemns the presence of all types of irregular or paramilitary forces in Venezuela, as well as the use of force for political ends.

We believe it is extremely important that the investigations opened by the authorities be carried out according to the rule of law, with transparency and the support of the numerous democratic forces in the country represented in the National Assembly. We also believe that such a delicate subject as collective security should not be exploited in order to politically condemn one's adversary.

We insist on the need for all sectors of the country to double their efforts to strengthen peaceful, constitutional, and democratic ways of processing differences, thereby isolating the violent sectors. The Carter Center remains committed to the defense of the rule of law and the peaceful coexistence of all Venezuelans.

CARACAS, VENEZUELA....En el día de hoy el Gobierno Nacional, a través de su representación en el Mecanismo de Enlace instaurado por los Acuerdos del 29 de Mayo de 2003, los Diputados Nicolás Maduro y Desireé Santos Amaral, ha informado a los facilitadores sobre la delicada situación creada a partir de la detención de un grupo numeroso de mercenarios extranjeros que estaría dispuesto a iniciar acciones criminales y violentas contra objetivos militares y políticos.

El Centro Carter condena de manera enérgica la presencia de todo tipo de contingente irregular o paramilitar, así como el uso de la fuerza con fines políticos.

Creemos que es muy importante que las investigaciones abiertas por las autoridades se lleven adelante según las normas del estado de derecho, con transparencia y con el apoyo de las diversas fuerzas democráticas del país representadas en la Asamblea Nacional, evitando que un tema tan delicado como la posible afectación de la seguridad colectiva pueda ser utilizado con fines de descalificación política del adversario.

Insistimos en la necesidad de que todos los sectores del país redoblen sus esfuerzos conjuntos para fortalecer los mecanismos democráticos, constitucionales y pacíficos de procesamiento de sus diferencias, aislando a los sectores violentos. El Centro Carter permanece comprometido con la defensa del estado de derecho y la convivencia pacífica entre los Venezolanos.
