WHAT: A press conference following several days of meetings including President Carter, his wife, Rosalynn, top staff of The Carter Center and Nicaragua's presidential and vice presidential candidates, election officials, and civil society groups.

Background on Ambassador Aparicio: Jaime Aparicio Otero was the ambassador of Bolivia to the United States from 2003-2006. Previously, he worked at the Organization of American States as executive secretary of the Summits of the Americas Secretariat. As a career diplomat in the Bolivian Foreign Service, he led a number of missions to Latin America, the United Nations, the OAS, South Africa, and the European Union. He was co-director of the Bolivian newspaper "La Razón" from 1991-1993. He has also been a professor of public international law at Catholic University in Bolivia and has taught diplomatic history at the Foreign Service Institute of Bolivia. He was advisor to the International Affairs Committee of the Bolivian Congress from 1990-1993.

Datos del Embajador Aparicio: Jaime Aparicio Otero fue Embajador de Bolivia en EE.UU. entre 2003 y 2006. Anteriormente trabajó en la Organización de Estados Americanos como secretario ejecutivo de la Secretaría de las Cumbres de las Américas. Como diplomático de carrera del servicio exterior boliviano, encabezó varias misiones en América Latina, las Naciones Unidas, la OEA, Sudáfrica y la Unión Europea. Fue co-director del diario boliviano La Razón entre 1991 y 1993. Además ha sido profesor del Derecho Internacional Público en la Universidad Católica de Bolivia y ha impartido la cátedra de historia diplomática en el Instituto del Servicio Exterior de su país. También fungió como asesor del Comité de Asuntos Exteriores del Congreso Boliviano durante los años 1990-1993.
