The Carter Center deployed a team of electoral experts to assess Egypt's constitution-building process, including the ongoing legal and political context.
The mission is limited in scope, and the Center will not deploy witnesses to assess the referendum voting days. The mission will examine key issues including the political developments that led to the demand for constitutional change, the work and inclusiveness of the bodies tasked with amending the 2012 constitution, the content of the draft constitution, the legal framework for elections, and the post-referendum environment.
The Carter Center's expert mission is accredited by Egypt's High Commission for Elections and is conducted in accordance with the applicable laws, regulations, and international commitments, as well as with the Declaration of Principles for International Election Observation and Code of Conduct for International Observers that were adopted at the United Nations in 2005 and have been endorsed by more than 40 election observation groups.
The Center has closely followed events in Egypt since the 2011 revolution, including witnessing the country's parliamentary and presidential elections in 2011 and 2012.
